 It is important; we reiterate our interest to see (well established) Maritime Institutions, which any government may find expedient for the Niger Delta at any given point in time. It may also interest you, Honourable Minister, to hear that, several problems are bedeviling Maritime Academy of Nigeria (Oron), which include; inadequate hostel accommodation, several uncompleted structures, which littered the academy, crowded classrooms, with over 200 cadets per a classroom, against IMO’s standard, in addition to underhand deals by some lecturers and unethical pressure on some female students, who cries but  finds nowhere to take their matters to, including, eating to cadets’ belly, among others. This is an institution that the government budgeted  N980,515,255  in 2010, N1,494,559,251 in 2011, N2,551,523,286 in 2013, even as we are yet to measure actual releases to the MAN for the years in question. Notwithstanding, it is glaring, a rescue is needed. It is also, our opinion, that, all Maritime institutions for the Niger Delta should be well funded, including new ones…

Importantly, we know capital releases is at the argument of projects failure and outright abandonment, which further sparks request for variation within institutions’ procurement corridors. Notwithstanding, to assist the transport sector move forward infrastructurally and sustainably, there is a significant need to reappraise, reexamine, re-interrogate, realign, revisits, review and follow up on all the cost-chain and envelopes for all the projects tabulated above. It is possible, some of the contractors may have been frustrated by lack of capital releases, bureaucratic landmines, variation conflicts, delays for (CBW) , exclusion of catchment stakeholders on some questionable PPPs and Concessions;  summed up, which may associate to weigh down performance from even contractors that may have been willing to execute their jobs, hence, the need to look at these projects, once again, on matters of execution prioritization, envelopes’ justifications and recoveries-where necessary, including situational and beneficiary dynamics, among others, that would help your sector; either ,from a zero base budget mechanism or incremental budget, which can be  situated to future’s MTSS or MTSP for the transport sector. However, outright embezzlement and collection of money from Nigeria’s treasury, being citizens’ commonwealth,  and walking away, without any interest to execute the jobs, is what every Nigerian should frown at, though such, not primarily why we are here, since we do not have BLEIs to interrogate these projects, except respective ministries, which alone can do that. We are basically here to present information to you, and remain grateful, for the audience, you have granted our delegation.
