Bayelsa State Communities Covered By NDEBUMOG

In Bayelsa State, through the instrumentality of the Bayelsa State Non-Governmental Organisations Forum (BANGOF), which the Executive Director of NDEBUMOG Chairs the Board of Trustees in his personal capacity, such has brought about strategic in-roads and intervention of our organisation at various Bayelsa communities for capacity enhancement of the communities, civil society groups, including the government at the state level, which began participating at NDEBUMOG’s activities as far back as 2006.


Further, in February, 2006, before the formal presentation of the Bayelsa State Public Procurement Bill (now an Act) to the Bayelsa State House of Assembly under the Governorship of Dr. Goodluck Ebele Jonathan (who later ruled Nigeria as the President of the Federal Republic of Nigeria), the then Bayelsa State Government in collaboration with the Budget Monitoring and Price Intelligence Unit (BMPIU), now BPP, conducted a Pilot Training on “Procurement Due Process for Senior Civil Servants in Bayelsa State” at the Sport Complex-Yenagoa. NDEBUMOG was the only Civil Society Organization invited to deliver a paper to the Senior Officials of the Bayelsa State Government at sharing capacity for the take-off of the Due Process mechanism in the State, which came into effect with the signing of the Bayelsa State Public Procurement Act into Law, by Governor Timipre Silva on the 17th of June, 2009, with a recommendation made by NDEBUMOG at that pilot training (captured in Section 28 of the Bayelsa State Public Procurement Act) for Community End-User Inclusion.


It is important to state that, the Bayelsa State Government, under Governor Seriake Dickson, has been responsive to communications from NDEBUMOG to the State Governor through the Office of the Governor on matters of clarity and on other fiscal enquiries concerning the fiscal governance of the state. We have not however, conducted any value-for-money audits on Bayelsa State Government capital projects. NDEBUMOG have accessed the State Government Budget from our inception till date.

Communities visited within these LGAs includes Akassa, Oporoama, Okulogbolo, Sangana, Ewoama, Egweama, Twon, Nembe, Bassambiri, Agbere, Odoni, Angalabiri, Ayamassa, Trofani, Odi, Aduka, Sagbagreria, Okoloba, Aleibiri, Pereturogbene,  Lalangbene, Azuzuama, Korenkesie, Olugbobiri, Otuan, Ekowe, Okaka Estate, Amarata, Ovom, Agudama, Azikoro, Amassoama, Akenfa, Gbarian, Ekeki-Epie, Famgbe, Swali, Polaku, Bumoundi-Ekpetiama,Okordia, Zarama, Okolobiri, Obioku,Ewoi, Biseni and Mbiama, amongst others.
